The enhancement of the education of the population
Each year, the Supreme Council of Education meets at its plenary session, all members of the Council, commissions and committees and his staff at all times. On 8 May, nearly 80 people responded to the invitation of the Council.This annual meeting-sharing has enabled the Council to expand its thinking on equal opportunities in education so as to guide the achievement of its future work or to include this dimension.
 
 Guest speakers came to talk about health and school readiness of young children, conditions to be set up to promote equal opportunity in education and promotion of equal opportunities for students from disadvantaged backgrounds and for students of immigrant origin. Afterwards, participants were invited, from their own experience, to reflect together on equal opportunities in education in Quebec today, to describe the main challenges and opportunities in equal opportunities in education, to propose conditions for the education stakeholders to work in a perspective of equal opportunity and finally to propose ways dePériode lively exchanges testify to the development of equal opportunities to function 'educational objectives local or national.
 
 At this plenary, the President, Mrs. Nicole Boutin, introduced stock of achievements during the past year. The day was also an opportunity for her to thank the members present who complete their mandate within a commission by offering them a certificate of recognition.
 
The enhancement of the education of the population
The Council wishes to underline the remarkable contribution of Quebec universities to upgrade the education of the population. The rate of access to university studies are constantly evolving. For example, whereas in 1990, 17.9% of the population aged 20 to 24 years in Quebec attending a university, this rate had reached 25.4% in 2006. The rates of obtaining a university degree at the graduate level also rose, surpassing the targets set by the Council for 2010.
 
Despite these significant advances, the Council stressed that efforts must be made with regard to access to university, the success of ongoing and perseverance until graduation. Thus, he noted:
In addition, examination of the evolution of public funding of universities across Canada shows that Quebec institutions have a general operating funds per student than the average Canadian universities. The Council considers that this situation has issues, particularly with regard to coaching and the competitive position of Quebec universities.
